President and founder Josh Foster takes a personal interest in every project, a philosophy shared by each member of the executive team.

J.E. FOSTER BUILDING COMPANY was established in 1997 as an S Corporation in the State of Missouri. We operate out of a 10,000sf facility located in Green Park, MO and have heated warehouse capabilities. As a Union General Contractor, we employ 20 to 30 tradesmen and self perform small concrete, rough/finish carpentry and general laborer duties. We are fully insured and bondable ($10 million single project, $20 million aggregate). We have been a member of the AGC of St. Louis since 1998 and have been awarded the General Contractor of the Year by the Midwest Council of the ASA six times in nine years.

Executive Team

Joshua E. Foster

President

Josh was born and raised in Bedford, New Hampshire. He graduated from the University of Miami in 1988 with a BS in Architectural Engineering. After college, he worked as a Project Engineer for a New Hampshire GC and then a national heavy industrial GC. In 1993, Josh joined St. Louis-based GC McCarthy as a Superintendent and Project Manager at Washington University. He started J.E. Foster Building Company in August of 1997.

Over the past 20+ years, Josh has grown J.E. Foster from a one-person operation to a powerful mid-size company that’s well-known and respected throughout St. Louis and the Midwest. Josh's goal has never been to be the largest GC but to always strive to be the best. He enjoys being close to the work and is personally familiar with every project that J.E. Foster completes. Josh was awarded the Best GC Employee by the Midwest Council of the ASA in 2007. He served a two-year term on the AGC of St. Louis’ Board of Directors from 2011-2012. Josh lives in Kirkwood, MO and is married with two children. Outside of work, he enjoys his family, skiing, and golfing.

Mark Hrdlicka

Vice President

Mark has lived and worked in the St. Louis area his entire career. He started out working for his father’s carpentry subcontracting company in 1981. By age 20, he was working for a local GC, bidding and managing his own projects. Mark joined J.E. Foster in 2004. He was looking for a young General Contracting business where he could have an impact on the company and its direction.

Mark prides himself on being able to see all perspectives of a construction project. He has experience bidding and managing many different types of projects—including schools, churches, retail, tenant finish, airports, and commercial swimming pools. Mark lives in Columbia, IL and is married with four daughters.

Joseph B. Sneed

Vice President, LEED AP BD+C

Joe was born and raised in St. Louis. He started his career in construction over 30 years ago as a union carpenter. Never satisfied with the norm, he always strived to better himself and learn every aspect of the construction industry. Joe worked as Chief Estimator at McGrath and Associates for nearly 7 years. Then he accepted an offer from Kozeny–Wagner to be their Director of Pre-Construction. He left Kozeny to become the Vice President at J.E. Foster in 2009.

Joe prides himself on the relationships he has made over many years in the industry. His motto is, “No matter where you go, your reputation follows.” He loves to be busy and remains active in several industry associations: the AGC, ASPE, ASHE, USGBC and MGA. In his personal time, Joe also serves on the Green Park School Board, Property Management and Co-Chair of the Master Planning Committee at his church, and Co-Chair of Green Park Cares Foundation for kids with cancer. Joe resides in the South County area and is married with two children.

Donna Bradley-Jaeger

Controller

Donna has been employed with J.E. Foster since 2000. She handles all accounting functions, payroll, contract management, bid invitations, human resources, safety and insurance administration, and general office support. Born in St. Louis, Donna has been involved in the industry since 1986. “Having a father who worked in the construction industry is probably what drew me to this field,” she says.

Over the years, she has developed strong relationships with subcontractors and suppliers and lives by the motto, “Treat others the way you want to be treated.” Donna is the mother of two sons. She enjoys estate sales, home improvement projects, gardening, and reading.
